One of the best ways to find a great stylist or colorist is to ask someone who's hair you admire where they get their hair done and who they see. Most of my business comes from word of mouth. Another thing you can do in larger salons is have a non hair service done and observe the work being done. If the work you see is great, then book an appointment for a consultation.
